SUMMARY



Synopsis of Bill



The bill appropriates $10.0 general fund in FY2000 to the Tourism Department to contract for support of a tourism, cultural heritage education and economic development effort in the four corners area.



Significant Issues



According to TD, since that department's expertise is promotion not education or economic development, TD may have to enter a joint powers agreement with the State Department of Education and Economic Development Department and dedicate an employee to coordinate the three agencies' activities.



The Office of Cultural Affairs (OCA) highlighted the rich cultural heritage of the four corners area with strong prehistoric, Anasazi and Native American influences.

ADMINISTRATIVE IMPLICATIONS



The Economic Development Department, TD, and OCA operate programs which target this region or Native Americans generally. This proposal could be coordinated with those programs to reduce administrative costs.



TECHNICAL ISSUES



TD indicated the legislation should define "four corners area."
