SUMMARY

Synopsis of Bill

This bill changes the audit function to a verification function of the CHE. This bill also changes the higher education annual report card, repealing portions of Section 21-1-26.7 NMSA 1978, to an accountability report to be provided annually to the Legislature and Governor by December 31st of each year.

Significant Issues

This bill calls for the CHE to work collaboratively with public post-secondary educational institutions in developing and gathering data for the accountability report. The bill deletes specific language on report content requirements and replaces them with general information on student progress and success; student access and diversity; affordability and cost of educational services; and public and community service.

FISCAL IMPLICATIONS

This bill makes no appropriation.

CONFLICT/DUPLICATION/COMPANIONSHIP/RELATIONSHIP

This bill duplicates House Bill 298.

OTHER SUBSTANTIVE ISSUES

The CHE suggests that the bill be amended to reflect that other appropriate measures be included in the information compiled and reported.
