SUMMARY



Synopsis of Bill



Senate Bill 166 appropriates 600.0 in general fund to the Department of Health for expenditure in FY 2000 for the purpose of providing maternal and child health services statewide pursuant to the provisions of the County Maternal and Child Health Plan Act.



Significant Issues



Since it's passage in 1991, the MCH Plan Act has been successful in providing resources for local efforts to effectively address problems of childbearing women and their families. There are presently 24 counties that have active Maternal and Child Health Councils and an additional 4 counties have expressed interest in starting councils.





FISCAL IMPLICATIONS



The Department of Health has a strong fiscal control unit to properly administer the provisions of these contracts.



ADMINISTRATIVE IMPLICATIONS



Administration of these monies is within the budgeted capacity of this department.



OTHER SUBSTANTIVE ISSUES



Services that have been provided in the past include transportation to needed services, teen pregnancy prevention, health education, comprehensive perinatal care, mental health, and enrollment into medicaid for those found eligible.
