SUMMARY



Synopsis of Bill



The bill proposes to create the "vehicle and apparatus acquisition fund" into which the fire protection fund would distribute 10% of its annual total, prior to any distribution to fire districts otherwise qualified to receive the annual statutory distribution, to provide grants to municipalities or counties for the acquisition of firefighting vehicles and related apparatus.



A committee appointed by the state fire marshal would serve to assist in developing a grant application process, and approving grants made from the vehicle and apparatus acquisition fund.



The grants made from the vehicle and apparatus acquisition fund would require a 25% local match, which could be satisfied through loans from the New Mexico finance authority. Under the provisions of the bill, grants would not be made for more than 75% of the cost of a vehicle; nor exceed $150.0 for each municipality or county.

FISCAL IMPLICATIONS



The bill creates the "vehicle and apparatus acquisition fund" into which the fire protection fund would annually distribute 10% of its annual total. The PRC projects that in FY99 the fund would generate $3.7 million in revenue, with this amount then available for potential grant appropriation.



The balances remaining in the fire protection fund revert to the general fund; thus, the $3.7 million in revenue generated for the new fund would result in a commensurate recurring reduction to the general fund.



The PRC indicates it would require two new additional FTE to administer the new fund and grant provisions contained in the bill at an approximate cost of $123.0 funded from the fire protection fund.
