SUMMARY



Synopsis of Bill



Senate Bill 196 appropriates $150.0 to SDE to contract with a youth leadership and public policy training program designed to address gang prevention, substance abuse and teen pregnancy.



Significant Issues



According to SDE, in FY95 $175.0 and in FY97 $100.0 was appropriated for the Peer Leadership Conference. Other youth leadership programs funded through the Department of Health, i.e., Peer Navigators and Youth Links, play an important role in the prevention of gangs, substance abuse and teen pregnancy.



FISCAL IMPLICATIONS



Senate Bill 196 appropriates $150.0 from the general fund to SDE for expenditure in fiscal year 2000. Any unexpended or unencumbered balance remaining at the end of fiscal year 2000 shall revert to the general fund.



ADMINISTRATIVE IMPLICATIONS



SDE indicates that current staff could handle this project; however, should a significant number of special projects be approved, SDE would require additional staff.
