SUMMARY



Synopsis of Bill



Senate Bill 206 appropriates $1,600.0 from the general fund to the Office of Indian Affairs for the purpose of matching funds provided by a non-state source to construct housing for indigent veterans living in chapters of the Navajo Nation.



Significant Issues



There is a great need for housing on the Navajo Nation. A 1990 survey indicates a waiting list of 13,350 families in need of housing in New Mexico and Arizona. According to the Office of Indian Affairs, private home ownership opportunities are less than five percent in reservation communities. However, it is unknown how many of these families qualify as indigent veterans.



FISCAL IMPLICATIONS



The appropriation would be contingent upon matching fund from other non-state sources.



ADMINISTRATIVE IMPLICATIONS



There would be minimal administrative impact on the Office of Indian Affairs, but could result in utilization of time and personnel by the New Mexico Veterans Service Commission.



RELATIONSHIP



SB 206 is similar to Senate Bill 203.



TECHNICAL ISSUES



Language should be included in the bill to make the appropriation contingent upon matching of funds from other non-state sources.



POSSIBLE QUESTIONS



· Shouldn't the appropriation be requested from Severance Tax Bonds rather than the general fund for the construction of housing?
