SUMMARY



Synopsis of Bill



This bill appropriates $50.0 to the Board of Regents of the University of New Mexico for the establishment and operational costs of a graduate center at the Gallup Branch campus.



Significant Issues



According to the CHE, the project proposed in this bill was not included in the list of 21 program change requests made by the institution.



FISCAL IMPLICATIONS



The appropriation of $50.0 contained in this bill is a recurring expense to the general fund. Any unexpended or unencumbered balance remaining at the end of FY00 shall revert to the general fund.



OTHER SUBSTANTIVE ISSUES



According to the CHE, graduate instruction at the Gallup Branch is currently funded as part of UNM's extended service instruction appropriation or $1,301.6. By statute, Section 21-14-2E NMSA 1978, operation of branch campuses is subject to a written agreement between the local advisory board and the parent institution's Board of Regents.



According to the UNM - Gallup Branch, the local board of a branch campus can enter into an agreement with a senior college to offer two-year instruction. The branch campus may broker upper division and graduate courses with any higher education institution and seeks designation as a graduate center through the legislative process. Because of the continuing need to provide such course work in the Gallup area, funding is required for support staff, library services and facilities operating costs.



In 1991, UNM - Gallup received start-up funding from the legislature for programs in nursing and education. Currently, 500 students are served by these programs.
