SUMMARY



Synopsis of Bill



This bill appropriates $150.0 to the Board of Regents of Eastern New Mexico University for the following purpose at the Roswell Branch campus: $75.0 to create a feasibility study for expansion of the aviation maintenance program; $50.0 to upgrade classrooms to accommodate computers; and $25.0 to renovate an open lab for customized training.



Significant Issues



According to the CHE, the project proposed in this bill was not included in the special project requests made by the institution. The CHE indicates that expansion of the aviation maintenance program has the potential of stimulating economic development to eastern New Mexico, specifically to Roswell and the Chaves County area.



FISCAL IMPLICATIONS



The appropriation of $150.0 contained in this bill is a recurring expense to the general fund. Any unexpended or unencumbered balance remaining at the end of FY00 shall revert to the general fund.





CONFLICT/DUPLICATION/COMPANIONSHIP/RELATIONSHIP



This bill relates to Senate Bill 222 which appropriates $148.0 for operational costs for the aviation maintenance program.



OTHER SUBSTANTIVE ISSUES



The CHE suggests the following language: The institution receiving the appropriation in this bill shall submit a program evaluation to the LFC and CHE by August 1, 2002, detailing the benefits to the State of New Mexico.
