SUMMARY



Synopsis of Bill



This bill appropriates $1,000.0 to SDE for the purpose of contracting with a private nonprofit organization to establish dropout prevention programs at Valley, Los Lunas, Rio Grande and West Mesa High Schools and Santa Fe Indian School in Bernalillo, Santa Fe and Valencia counties.



Significant Issues



According to SDE, funds were appropriated in 1994, 1995, and 1996 for the specific purpose of reducing student dropout rates through a curriculum that includes work experience, relevant academic instruction, career guidance and counseling. Funds were not appropriated in fiscal year 1997 for dropout prevention programs. In fiscal year 1998, the State Board of Education awarded $450.0 from special project funds for dropout prevention programs.



FISCAL IMPLICATIONS



This bill appropriates $1,000.0 to SDE for expenditure in fiscal years 1999 and 2000. Any unexpended or unencumbered balance remaining at the end of fiscal year 2000 shall revert to the general fund. This bill also carries an emergency clause.



Included in SB2/aSEC is $700.0 to SDE for dropout prevention programs.



ADMINISTRATIVE IMPLICATIONS



The State Department of Public Education would provide fiscal and oversight responsibilities for this program with existing staff.
