Synopsis of Bill



The purpose of SB 664 is to make an appropriation of $75,000 from the state's general fund to the Department of Public Safety (DPS) for expenditure in FY 2000 for the purpose of reimbursing licensed gun dealers and gun show sellers of handguns for the cost of providing handgun purchasers with trigger safety locks approved by the department.



FISCAL IMPLICATIONS



There is a one time $75,000 appropriation to DPS from the state's general fund. Any unencumbered or unexpended balance remaining at the end of FY 2000 shall revert to the general fund. It is unknown whether passage of the proposed legislation will affect any other state, local or federal matching funds or appropriations.





ADMINISTRATIVE IMPLICATIONS



The administrative impact on DPS is substantial. Passage of the proposed legislation will require the department to create a process by which gun dealers will be reimbursed for the cost of trigger safety locks approved by the department. It is unknown whether the $75,000 allows the department to fully reimburse gun dealers, or conversely, whether the $75,000 will only provide a small percentage of the actual costs involved.



CONFLICT/DUPLICATION/COMPANIONSHIP/RELATIONSHIP



The Criminal and Juvenile Justice Coordinating Council reports HB 239 requires firearms dealers to provide safety locks on firearms purchased by another person. That bill specifies that the cost may be charged to the customer. If that bill passed, this appropriation would not be necessary.
