SUMMARY



Synopsis of SRC Amendment



The Senate Rules Committee amended SJM2 to specifically identify behavioral health organizations as entities within the managed care program needing quality assurance measures.



Synopsis of Bill



This memorial addresses the need for quality assurance in Salud!, which is the Medicaid managed care program. More specifically, it addresses the legislature's intent for Salud! clients to be satisfied with and have proper access to the health services and for the Health Maintenance Organizations (HMOs) to focus on customer service by seeking public input. The Legislature envisions this happening by: the Human Services Department focusing more efforts on quality assurance; the HMOs aggregating their data for comprehensive analysis; the improvement of the quality of case management services; the strengthening of the referral process; providing clients uniform applications and forms; creating a uniform process for denials; and the State Department of Education playing a stronger role in policy development.



FISCAL IMPLICATIONS



This memorial will require the Medical Assistance Division of the Human Services Department to focus more efforts on quality assurance in the Salud! program. The costs of doing so can be undertaken within budget.
