Synopsis of Bill



SJM45 proposes the creation of a committee to study the feasibility of the state acquiring the Angel Fire Vietnam Veterans National Memorial in Colfax County. The Legislative Council would be charged with directing the appropriate committee to examine the issue.



ADMINISTRATIVE IMPLICATIONS



According to the NMVSC, SJM45 has no administrative impact, although the agency could be expected to serve on any committee to render technical assistance. Also, the agency director is very knowledgeable in issues surrounding memorial acquisition and maintenance.



CONFLICT/DUPLICATION/COMPANIONSHIP/RELATIONSHIP



SJM45 relates closely to SB643 which would appropriate $300.0 to the NMVSC for the purpose of acquiring land surrounding the Angel Fire Vietnam Memorial for use in establishing a state cemetery.

The memorial is also related to HB715, which would appropriate $15.0 to study the feasibility of creating a cemetery at Fort Stanton on land that the state currently owns. Other related bills cited by the NMVSC include SC413 which appropriates $150.0 to the Angel Fire Memorial for renovation, and SC629 which funds $750.0 to purchase 280,000 acres near the Angel Fire Memorial for creating the cemetery.



TECHNICAL ISSUES



In the view of the NMVSC, the study committee should be comprised of groups and/or agencies that have the most to contribute to the discussion of acquiring the Angel Fire Vietnam Memorial. In addition, the agency believes the committee should adopt a broad approach in examining the needs of veterans and devising an appropriate startegy for cemetery/memorial planning.
