Synopsis of Bill



SJM 48 would require the NMVSC to coordinate donations so as to purchase a memorial plaque honoring New Mexico's women veterans at the Arlington National Cemetery.



Significant Issues



According to the NMVSC, this memorial does not provide any meaningful contribution to New Mexico's eleven thousand female veterans. The agency believes the women veterans can coordinate

the donations by themselves without any assistance from the state.



RELATIONSHIP



The NMVSC reported that SJM 48 is directly related to HJR 14, which would amend the state constitution's anti-donation clause to permit the state to contribute $10.0 to the women's memorial subject to voter approval. Also, the agency sees SJM 48 as having a tangential relationship to SB 634, which appropriates $50.0 to the NMVSC for the World War II Memorial in Washington, D.C.



OTHER SUBSTANTIVE ISSUES



The NMVSC raised the issue of whether SJM 48 is a proper use of state resources to pass a memorial that will not provide any meaningful contribution to a group that has lobbied the legislature for funding.



ALTERNATIVES/AMENDMENTS



The agency proposed that SB 634 be amended to provide funding for the women's memorial (in addition to original $50.0 appropriation for the World War II Memorial).
