A JOINT MEMORIAL

REQUESTING THAT THE COMMISSION ON HIGHER EDUCATION RECOGNIZE THAT THE "TUITION CREDIT BASE" FOR OFF-CAMPUS INSTRUCTION SHOULD BE ESTABLISHED AT THE SAME LEVEL AS THAT SET FOR RESIDENT AND NON-RESIDENT STUDENTS ON CAMPUS.



WHEREAS, students participate in higher education programs and services provided by New Mexico's public post-secondary educational institutions both on and off campus; and

WHEREAS, the term "tuition credit base" means the base revenue anticipated to be available from tuition sources to assist in funding the cost of instruction at New Mexico's public post-secondary educational institutions; and

WHEREAS, the commission on higher education deals with financial issues for post-secondary educational institutions and is concerned with the adequate financing of those institutions and with the equitable distribution of available funds among them;

NOW, THEREFORE, BE IT RESOLVED BY THE LEGISLATURE OF THE STATE OF NEW MEXICO that the commission on higher education be requested to recognize that the "tuition credit base" for off-campus instruction should be established for the sponsoring institutions at the same level as that set for resident and non-resident students on campus and that budget and revenue calculations reflect this beginning with appropriations made for fiscal year 2001; and

BE IT FURTHER RESOLVED that copies of this memorial be transmitted to the president of each post-secondary educational institution and to the executive director of the commission on higher education.
