A JOINT RESOLUTION

PROPOSING TO AMEND ARTICLE 10 OF THE CONSTITUTION OF NEW MEXICO BY ADDING A NEW SECTION TO PROVIDE FOR APPOINTMENT OF CERTAIN COUNTY OFFICERS IN BERNALILLO COUNTY.



BE IT RESOLVED BY THE LEGISLATURE OF THE STATE OF NEW MEXICO:

Section 1. It is proposed to amend Article 10 of the constitution of New Mexico by adding a new section to read:

"In a class A county having a population over two hundred thousand and an assessed valuation over six billion dollars ($6,000,000,000), the positions of county clerk, treasurer and assessor shall be appointed positions. A person appointed to a position specified in this section shall be professionally qualified to assume the duties of the office. Appointments shall be made after the expiration of the term of those officials serving on January 1, 1999 or if a vacancy occurs prior to the expiration of the term."

Section 2. The amendment proposed by this resolution shall be submitted to the people for their approval or rejection at the next general election or at any special election prior to that date which may be called for that purpose.
