AN ACT

MAKING AN APPROPRIATION TO PLAN, DESIGN AND CONSTRUCT OR LEASE FOUR HUMAN SERVICES DEPARTMENT INCOME SUPPORT DIVISION OFFICES ON THE NAVAJO RESERVATION; DECLARING AN EMERGENCY.



BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF NEW MEXICO:

Section 1. APPROPRIATION.--

A. One million dollars ($1,000,000) is appropriated from the general fund to the New Mexico office of Indian affairs to coordinate with the property control division of the general services department for expenditure in fiscal years 1999 and 2000 in the following amounts for the purpose of planning, designing and constructing or leasing human services department income support division offices in the following locations:

(1) two hundred thousand dollars ($200,000) for Shiprock located in San Juan county;

(2) two hundred thousand dollars ($200,000) for Crownpoint located in McKinley county;

(3) two hundred thousand dollars ($200,000) for Gallup located in McKinley county;

(4) two hundred thousand dollars ($200,000) for Two Grey Hills located in San Juan county; and

(5) two hundred thousand dollars ($200,000) for Alamo located in Socorro county.

B. The appropriation in Subsection A of this section is contingent upon:

(1) the approval by the United States department of health and human services of a Navajo family assistance plan;

(2) the donation of land by the local community chapters for each income support division office; and

(3) the co-location of human services department, labor department and children, youth and families department employees at each income support division office.

C. Any unexpended or unencumbered balance remaining at the end of fiscal year 2000 shall revert to the general fund.

Section 2. EMERGENCY.--It is necessary for the public peace, health and safety that this act take effect immediately.
