SUMMARY



Synopsis of Senate Finance Committee substitute for Senate Bill 20



Section 1, Appropriations:



The bill provides funding for expenditure in FY2000 for various projects and items in state agencies. Funding in the bill is derived from the general fund and other state funds.





Section 2, Data Processing Appropriations:



The legislation provides funding for FY99 and FY2000 for various data processing projects. The funding is derived from other state funds, internal service funds/interagency transfers, and federal funds.



Section 3, Additional Projects:



Senate Bill 20 as substituted and amended provides funding for additional projects. The funding is derived from the general fund and is appropriated for FY99 and Fy2000.



Section 4, Land Purchase:



The legislation provides the State Highway and Transportation Department participates with Santa Fe County to purchase land that is being proposed for commercial development. The property is between the Old Las Vegas highway and Interstate 25 at interchange 284. The propose of the purchase is to maintain and preserve the scenic entrance into the state capital.



Section 5, Agreement Impasse Resolution:



This section of the bill provides language addressing collective bargaining.

FISCAL IMPLICATIONS



This bill makes FY99 non-recurring appropriations of $10,900.0 from the general fund, $1,655.0 from other state funds, and $3,276.9 from federal funds. The bill also makes an FY2000 non-recurring appropriation of $100.0 from other state funds.



The bill makes FY2000 recurring appropriations of $2,000.0 from the general fund.



RELATIONSHIP



Senate Bill 20 as substituted and amended relates to House Bill 9, House Bill 10, Senate Bill 15, and Senate Bill 16. These bills are general appropriation acts. The bill also relates to House Bill 16 which provides for continuing resolution of Section 4 of Laws 1998, Chapter 116 (the General Appropriation Act).
