Legislative Staff Agencies

The Legislative Council Service (LCS), created by statute in 1951, is the drafting and legal research agency for the New Mexico Legislature. The director and the LCS staff serve all members of the legislature without regard to their political affiliation, seniority or leadership position. The staff also draft legislation for executive, judicial and other state entities and serve as a central contact point for the public seeking information from the legislative branch.

The director is also responsible for the security, care and maintenance of the Capitol, Capitol North and the Capitol Grounds.

Twin tenets governing the LCS are that all requests for service be kept confidential and be provided impartially. These provisions of law offer members of the legislature some of the benefits enjoyed by other elected officials who are served by personal staffs: the ability to explore ideas confidentially with the knowledge that the staff's overriding mission is to be as helpful to each legislator as possible.

The Legislative Building Services (LBS) staff maintains the buildings, grounds and physical plant of the State Capitol, Capitol North and the State Capitol Parking Facility. The LBS conducts daily tours of the State Capitol and the Capitol Art Collection, maintains 10 acres of grounds and roadways, and provides security.

Created in 1965 as a permanent bipartisan, bicameral interim committee of the New Mexico Legislature, the Legislative Education Study Committee:

• conducts a continuing study of education in New Mexico, the laws governing education and the policies and costs of the New Mexico educational system, including the training of certified teaching personnel in postsecondary institutions;
• recommends funding levels for public education and recommends changes in laws relating to education.

Assisted by a staff of fiscal and research analysts, the LESC examines a wide range of education issues, both fiscal and programmatic, that affect the achievement and well-being of preschool, elementary, secondary, and postsecondary students in New Mexico.

The LESC staff assists the education and finance committees of the two houses, as well as other committees, by providing analyses of public school-related legislation and by supplying technical support in the development of public school support appropriations. In this role, staff members prepare expository, statistical and graphic analyses of both financial and programmatic aspects of the New Mexico educational system; staff members also assist legislators in the initial stages of drafting legislation and help legislators analyze potential advantages and disadvantages of measures under consideration.

The Legislative Finance committee employs fiscal analysts who examine budgets and review the management and operations of state agencies, higher education institutions and public schools and participate in the state's revenue estimating process. The committee also employs program evaluators to assess the finances and effectiveness of state-funded programs. The LFC staff assists the Legislature's finance committees during the legislative sessions with the General Appropriation Act, which includes revenues, expenditures and performance measures.

Staff Assignments

The House of Representatives is served by the Chief Clerk’s Office, and staff in the Office of the Speaker and the Majority and Minority Leadership Offices. The Chief Clerk’s Office is responsible for, among other things, supervising the work of House employees, preparing the House Journal and providing constituent services to members of the House.
